At first this looks like it might have been a take-on, but it seems to have been genuine after all – even though the evidence has (conveniently?) disappeared for reasons explained by the almost Hartnell-like actor who apparently did play him in a couple of never-aired episodes.
This is a BBC Worldwide video, so it wouldn't have been put out unless they knew it had really happened...
